The GoDaddy WHOIS domain database is a system that contains listing information on all registered domain names. And though it may look like an acronym, it is not. Rather, the question that the WHOIS database aims to answer is “who is responsible for a domain name or an IP address?”

Whenever a domain name is registered, the owner, or registrant of that domain needs to provide some contact information per ICANN regulations. This contact information is then housed in a public directory database that is viewable to anyone who looks up the domain online.
